Legendary Sannin Orochimaru
Orochimaru a Legendary Sannin, the main Antagonist of Naruto part one. Orochimaru was the responsible for Sasuke Dark acceptance he also has major hand in Hidden Village Leaf Destruction. But Even after his past record he became an greatest help in 4th Ninja was by his Edo Tensei.
In the following Naruto Wedding Arc Orochimaru was spotted on background in many scenes, However he was Missing from Wedding Ceremony
Izumo and Kotetsu
Best buddy Izumo and Kotetsu, who appeared like a brother on screen all time. They had appeared tons of time throughout the series, and also serve as Tsunde's Assistant, but mostly they were on guard post on Front gate.
Still it is not clear that if Naruto and them has a friendship, but because of their appearance in series several times it is logical theory that Naruto know them, so that's make a changes of them attending the Wedding but they not appeared.
Mizukage and Tsuchikage
Mizukage and Tsuchikage were like a great help in 4th Great Ninja war along with support from their respective Village. The Mizukage and Tsuchikage along with All 3 Kage had an very essential role throughout the War arc.
Mizukage doesn't appear in the series of 4th Great Ninja War, even she was supposed to attend the Five Kage Submit which was held before Naruto Wedding, Thus she doesn't attend the wedding although she send gift on behalf of Hidden Village of Mist.
On the other hand Tsuchikage had knowledge of wedding, he even send a gift to bride and groom but does not attend it.
Yamato
Captain Yamato who was an temporary Substitute Captain of Team 7. Yamato is wooden elements user only after Senju Hasirama. Due to this ability he was assigned as Team 7 Captain, especially to suppress Naruto because of his Uncontrollable Kyubi Power.
Yamato know Naruto feeling and his dedication to prove himself worthy, Yamato was an Important figure in the series but he was Absent on wedding, the only reason can be Orochimaru.
Fukasuka and other Toads
Mt. Myoboku was the important place for Naruto training session, it's the place were he practices Sage Mode and was able to perfectly learn it with the help of Fukasuka and other Toads, The Sage mode helps him to defeat pain. Naruto has a close relationship with the toads but they doesn't attend the wedding.
Uchiha Sasuke
Indra and Asura reincarnation life Long Rivalry with Friendship, Naruto and Sasuke. In the whole Series Naruto and Sasuke were fightiny like Cats and Mouse, but after Sasuke leaving the village in search of Power, Naruto was only one who want to save his friend from Darkness. Naruto never betrayed Sasuke.
After defeating Kaguya, Naruto and Sasuke had a final fight resulting Sasuke acknowledging their Friendship. After forgiven from his Sin, He doesn't attend Wedding Ceremony maybe because guilt of past action.
